Kita is a classmate and close friend of Haru. She has harbored feelings for Haru for a long time. Kita is known to be pretty, intelligent, and kind. Her father is the chairman of the school. All in all, a perfect student.
SPOILERS AND PERSONAL OPINION

While Kita’s action may appear kind, it quickly becomes obvious that her intentions are not entirely pure. In order for Haru to stop showing concerns for Koto, she advised Haru to avoid getting close as it may exacerbate Koto’s bullying. Sounds reasonable, but such advise was made with ill intentions. She also got close to Koto even though she was jealous of her, presumably to keep watch of the two or maybe interrupt their time together.
When she found out about the secret hideout meant for only Haru and Koto, Kita requested to use the hideout too, in return for keeping the hideout a secret. Haru allowed her to do so, but she did not keep her promise. She had notice that Motoi disliked the budding relationship between Haru and Koto, and purposely told him about the hideout, hoping he will destroy it. She went even further by using her status as the chairman’s daughter to inform the school of the hideout to accelerate the rate of its demolishment.
Unfortunately for her, Haru is still in love with Koto despite all her efforts, and she thought Koto was the mean one. Through the continuous bullying and a recent severe trauma, Koto had lost her ability to speak. However, Kita think that Koto was simply using Haru’s pity to tie him down. Kita secretly approached Koto, and lied to her about how Haru and herself were dating before Koto barged in as a third wheel and ruined her life. As a result, Koto tried to distance herself from Haru, believing in Kita’s malicious lies. Finally, Kita stopped when Haru confronted her and made her admit to all the things she had done behind his back.
All of Kita’s actions, especially towards the later half of the drama, were selfish and ill-natured. However, the reason I classified her as obsessive rather than being a yandere, was that she was most likely hurting people around her without realizing it herself. Haru also never outright rejected her, which probably led her to think that there is hope between the two of them. Nearing the end, when Haru confronted her and made clear of his feelings, she was receptive and willing to let go. As such, she fits the archetype of obsessive character better than a yandere.
